UN chief calls for urgent action against IS in Iraq and Syria

UN Secretary General Ban Ki-Moon in Tuesday urged nations with the capacity to take actions against the Islamic State (IS).

“I urge the international community, and those with the means, to act decisively and after sober reflection. It is critical to keep at the forefront the protection of civilians”, he said.

However, the UN chief did not say what steps he hoped these nations would take, but praised the recent US air strikes on IS extremists in Iraq.

“These air strikes and military operation which was done at the request of the government of Iraq was able to help the United Nations and other actors to … save a lot of human lives. The United Nations was able to deliver humanitarian assistance to many trapped people in and around Mount Sinjar. It is clear that (Islamic State militants are) a threat to international peace and security, as has already been declared by the Security Council”, he said.

According to UN diplomats, conducting air strikes in Iraq had no legal issues since the Iraqi government had requested it, but such bombings in Syria is problematic since the Syrian regime has specifically refused any air strikes similar to those in Iraq.

Several Western nations no longer recognize Syrian President Bashar Assad’s government as legitimate but diplomats say that it is unclear if the Syrian National Coalition has the authority to request military action in Syria.

However, the UN Security Council could, in theory, authorize military action against the IS in Syria.

Ban said that he expects the Security Council to take “a leadership role” in combating the extremist threat.

Diplomats on the council doubt if it could authorize any air strikes in Syria as Russia, a key ally of Syria, will probably veto such a proposal.

US President Barack Obama will chair the next UN Security Council Meeting on September 24th, when the council is expected to approve a resolution demanding nations “prevent and suppress” recruitment of foreign fighters by militant groups by making it a serious criminal offence.
