Amnesty International testimonies suggest extra judicial killing of Sunni detainees in Iraq

International Rights group Amnesty International has gathered evidence which suggests that extrajudicial executions of detainees have been conducted by Shi’ite militias and government forces in the cities of Mosul, Ba’quba and Tal ‘Afar.

Relatives of those executed and surviving detainees had given graphic, detailed accounts of the executions, which suggest that Iraqi forces had carried out several vindictive attacks against Sunni detainees before they had withdrawn from Mosul and Tal ‘Afar in Iraq, the group said. Both cities are now under the control of the Islamic State in Iraq and the Levant (ISIL), while Shi’ite militia and government forces have been able to fend them off in the city of Ba’quba so far.

“Reports of multiple incidents where Sunni detainees have been killed in cold blood while in the custody of Iraqi forces are deeply alarming. The killings suggest a worrying pattern of reprisal attacks against Sunnis in retaliation for ISIS gains”, Donatella Rovera, Senior Crisis Response Adviser at Amnesty International, said; Rovera is currently on the ground in Northern Iraq.

“Even in the midst of war there are rules that must never be transgressed. Killing prisoners is a war crime. The government must immediately order an impartial and independent investigation into the killings, and ensure that those responsible are brought to justice”, she said.

Relatives of the executed and survivors had told Amnesty International that about 50 Sunni detainees were executed extra judicially in the Anti-Terrorism Agency building in al-Qala’a in the Tal ‘Afar district on June 15th.
The rights group is currently investigating reports that several detainees have been killed by ISIL in the Badoush Prison in Mosul.

Calling on ISIL and armed groups to stop violence towards civilians, Rovera said, “Those among the warring parties in Iraq who are committing war crimes should know that the impunity they currently enjoy won’t last forever and that they may one day be held accountable for their crimes”.
